His surviving spouse, San Juana Cordova (Cordova), then applied for permanent disability benefits from the Wyoming Workers Compensation Division (Division) on behalf of her deceased husband. On motions for summary judgment, a hearing officer ruled that Cordova could not pursue permanent disability benefits on behalf of her deceased husband because he "was not entitled to receive or receiving [a permanent disability] award" when he died, under W.S. 27-14-403.
